Council Decides Selection Process For Hiring Of New City Recorder (published 12/1/2007)

Eagleville City Councilmen opted at their Nov. 15 meeting to allow the mayor and two non-council members to choose one person to recommend to them for the position of city recorder.

Mayor Nolan Barham appointed himself and Don Darden of the Municipal Technical Advisory Service and former Eagleville city recorder Linda Vincion, who is the wife of Councilman Harold Vincion, as a committee to review the applications and then decide who they want to interview.

From there, the committee would decide on who they think is the best candidate for the city recorder position. Then, if all goes as planned, the committee would present that person to the council for a vote.

"You will bring us the best one that you all pick out?" Councilman Greg Buchanan asked, to which Barham responded, "If that is alright."

The council also voted to pay the new recorder $2,000 a month through June 30, 2008, and indicated that members would then review the pay for the next budget year. Council members discussed considering only a cost of living raise as a general rule.

They also agreed to offer the current health savings plan benefit to the new city recorder in which the city contributes $100 a month that must be matched by the employee.

Councilmen discussed having office hours at city hall from 8 a.m. to 4:30 p.m. five days a week with the city recorder having an hour off for lunch, which would make a 37.5 hour week. The 37.5 hours would be the minimum number of hours for a full-time employee, Barham said.

The city recorder position would be a salaried position and would not include overtime pay.

"They need to know that we are not going to pay them any overtime," Councilman M.A. Smitty said. "They are going to get $24,000 and not a nickel more."

The city recorder position has been open since Michelle Bennett left, effective Nov. 6. Her last full day on the job was Oct. 31. Bennett, whose present salary was $36,100 a year, had worked for the city since 2003. City hall has been basically closed since she left.

The deadline for applications for the city recorder position was at noon on Nov. 30. About 17 applications had been received by Nov. 27. The total number of applications received was not available by the newspaper’s deadline.

Applicants for the job are required to be able to operate a computer and other office equipment, prepare an annual budget, keep books and other financial records, serve as financial director and custodian of all city records, supervise subordinates, maintain insurance coverage, deposit and receive city funds, issue licenses, keep up with a variety of records, prepare notices and purchase supplies, according to the published job notice.

Qualifications for the job include graduation from an accredited high school, preferably with course work in business/public administration, accounting or finance, at least three to five years experience in the supervision of others and have an ability to be bonded. An associates degree is preferred, according to the job posting.
