Work Moves Forward On New Eagleville City Park

Ninety youngsters have already signed up for the ball season at the city of Eagleville’s new park located on the south side of town on Highway 41-A.

At $10 each that means $900 put into the park account which will be used to buy supplies to stock the concession stand.

The first ball games are scheduled for April 13.

"They are practicing down there everyday and when you go there you’ll see how our money is being used," Vice- Mayor Ronnie Hill said in his report at Thursday’s city council meeting. "There are kids everywhere."

Hill said he would like the whole town to come out and see the first games at the park.

Work continues to try to get the park ready for a grand opening possibly by the next to last weekend in May.

The finishing touches are being put on the building, which includes the concession stands, restrooms and the score keeper’s tower, and the bleachers are already in. And more fill dirt is being brought in to raise the level of the parking lot.

Signs advertising sponsors are being placed along the fences around the three ball fields, Hill said. The 4 by 8 foot signs cost $350 the first year, which covers having the sign made, and $150 a year for renewal.

The park committee is planning a car show fund raiser for June 2 with a June 9 rain date. Sixty three trophies will be given out. Sponsorships for the trophies are being sold now.

In other business at Thursday’s city council meeting, the council approved the planning commission’s recommendation to rezone Denny Tittle’s residence at 1027 N. Main Street from residential to commercial.

City councilman and planning commission secretary Harold Vincion noted the property is located on north Highway 41-A near the Co-op.

Tittle said he has no plans of selling the property for commercial use or any plans to put a business on it at the present time.

"The only reason I am interested in getting zoned commercial is that it might be a little easier right now than it would be down the road 10 to 15 years from now," he said.

Also, the council approved the second of three readings of an ordinance for a state-mandated code of ethics.

The Ethics Reform Act of 2006 requires cities to adopt a code of ethics by ordinance by July 1. Cities can either adopt the model code of ethics created by the Municipal Technical Advisory Service (MTAS) or come up with an acceptable code. Eagleville officials have chosen to adopt the MTAS model.

Among other items, the MTAS model addresses rules setting limits on gifts or other things of value received by officials or employees that might affect or appear to affect their discretion. It also addresses rules requiring disclosure of personal interests that affect or appear to affect their discretion.

The definition of personal interests includes not only the official’s interest but also any financial, ownership or employment interest of the official’s or employee’s spouse, parent, stepparent, grandparent, sibling, children or stepchildren.

The code requires voting officials to disclose any personal interests affecting discretion on the record so they appear in the minutes. The official can either vote or recuse himself after disclosure of the personal interest.

The code will apply to all full-time and part-time elected or appointed officials and employees, whether compensated or not.

The ethics code ordinance will become effective upon final approval.

Under the Ethics Reform Act, local officials had to submit a statement of disclosure interest including financial information by Jan. 31 of this year.

Throughout the year, this organization provides clothing, food, and emergency financial assistance for people in the Eagleville and Rockvale communities. It is located on the school grounds in the concession stand building at the Baseball Field. Volunteers maintain a food pantry and clothing closet in this donated space.
